The Department of Special Programs serves students ages 3-21 who meet criteria for one or more disabilities and need special education interventions.  special education disabilities include:  developmental delays, blind/visual impairments, deaf/hearing impairments, autism, intellectually gifted, mental retardation, multi-disabilities, physical impairments, emotional disturbance, speech/language impairments, specific learning disabilities, traumatic brain injury, or other functionally delayed.

Special Education services are provided through a continuum of 10 options from least restrictive to most restrictive.  Consultation, resource, and speech/language are provided in all schools.  City wide comprehensive and intense specialty areas are emphasized at designated schools.

Speech and language services are provided in all Johnson City Schools.  Students under the age of five who are developmentally delayed or require speech/language screening or services should contact the Child Find Office at (423) 434-5259.
                      
Resource classes for specific learning disabilities and for other mainstreamed students with special needs are provided in all schools.

Extended Resource or Comprehensive Development Classes for students with special needs requiring extensive special education programming are located in the following schools:

  • 3-5 North Side & South Side Elementary
  • 5-9 Woodland & Fairmont Elementary
  • 9-13 Indian Trail Intermediate & Liberty Bell Middle
  • 16-21 Science Hill High

An IEP Team for each child meets at least annually to develop programs for the students.  Members of the IEP Team include parent, general education teacher, special education teacher, LEA Representative, someone who can interpret test data, and/or anyone with knowledge of the child who can contribute to building an educational program.  Benchmarks that relate to the general education curriculum are developed for all students.

During the 2000-2001 school year services were provided to 1300 students.  This is a cumulative number that reflects a level of service for all the lives we touched through special education.

Homebound or hospital services are provided for students with health impairments who will miss more than two consecutive weeks of school.
